I think that article applies to Mexican citizens who are traveling in another country. Cains parents LIVE in America.

If a mexican woman goes on vacation in another country and then gives birth in that country, this article assures that when the mother and child return home to mexico, the baby is a mexican citizen. All constitutions have a similar clause. Could you imagine the chaos people would go through if they gave birth in another country and then their child had to go through the immigration process to return home?
