The document he posted was a regulatory package designed by the CSAC in March 2000. They had a few public meetings to get feedback and suggestions and devised rules and regulations for MMA.
He also posts on his page the faxes showing that document was recieved by the two bodies that needed to approve it. The Dept of Consumer Affairs and the Offices of Administrative Law. Both got their hands on it October 10, 2000.
IF they had approved it it would've been written into the code of governing law and MMA would have been legal in 2000. That's where Kazja stops telling the story.
The link I posted shows the Office of Administrative law's meeting and their rejection of the regulatory package on December 22, 2000. You can see the file # and section of the code of governing law match on both Kazja's file and the one rejected by the OAL.
So He's not lying persay in saying the CSAC made rules. He's just leaving out the fact those rules were never put into effect until 2006.
